Licensing

Copyright © 2026 Lusoris and Aegis OS contributors

This repository uses a split licence. The licence follows the nature of the material, not merely its filename extension. A file-specific copyright or licence notice overrides this general allocation for that file or identified part. REUSE.toml records the same allocation in machine-readable form.

Technical material: EUPL v1.2 or later

Project-authored software and technical execution material is licensed under the European Union Public Licence v1.2 or, at your option, a later version as permitted by Article 5 of that licence. The enclosed licence text has the SPDX identifier EUPL-1.2; the later-version choice is stated in prose because SPDX does not define a separate -or-later identifier for the EUPL.

This scope includes project-authored:

  • source code, build and image configuration, and deployment code;
  • eBPF programs, kernel configuration fragments, and partition definitions;
  • scripts, command-line tools, daemons, and application code;
  • automated tests and test harnesses;
  • configuration files, data schemas, manifests, and workflow definitions;
  • agent operating instructions and governance configuration; and
  • package metadata, lockfiles, and other technical build infrastructure.

The verbatim EUPL v1.2 English text is in LICENSE and LICENSES/EUPL-1.2.txt.

Text provenance: the enclosed text is the canonical English text published by the SPDX License List, which links the European Commission source. make verify-all fails if the enclosed text differs from the pinned digest. make verify-reuse runs the REUSE linter (reuse lint) over the allocation in REUSE.toml, which follows REUSE specification 3.3. It is a separate target: make verify-all does not run it, and it needs the reuse tool installed locally. The admitted version is recorded in docs/roadmap/toolchain-admission.md.

Exception: code the Linux kernel loads

Source that the Linux kernel loads is licensed EUPL-1.2 OR GPL-2.0-only: you may take it under either licence. This is the one exception to the scope above.

  • Covered: eBPF programs, sched_ext schedulers, and every header compiled into such an object. Today that is the four bpf/*.bpf.c sources and bpf/aegis_bpf_abi.h.
  • Not covered: everything else. The user-space loader in bpf/loader/ includes the same header, takes it under the EUPL, and stays EUPL-1.2 itself, as do the tools that build and check these objects.

Each of these objects hands the kernel the licence string "GPL". The kernel compares that string with a fixed list (include/linux/license.h) and marks only a matching program as allowed to call its GPL-only functions. The kernel's licensing rules read "GPL" as "licensed under GPL version 2" and leave the exact licence to the SPDX identifier in the source file (MODULE_LICENSE). The dual expression makes the two agree: the file itself names the GPL as a licence it is offered under, where the earlier single EUPL-1.2 header left that to the compatible-licence list in the EUPL Appendix.

The EUPL arm keeps the later-version choice described above. The verbatim GPL text is in LICENSES/GPL-2.0-only.txt, byte-identical to the SPDX License List text and held to a pinned digest by make verify-all, like the texts above.

The expression is a file-level SPDX header, never a REUSE.toml table. tools/test_bpf_objects.py, which runs in make verify-all, derives the covered set (each *.bpf.c under bpf/ and each header one includes) and fails in both directions: a covered file without the dual expression, and any other C file under bpf/ that carries it.

Material not relicensed by this repository

The licences above apply only to rights that the project contributors are entitled to license. In particular:

  • Private planning inputs under .workingdir/ are not part of this repository and are not published or licensed by it.
  • Linux kernel, systemd, mkosi, PipeWire, and every other third-party component, specification, standard, law, image, and dependency retain their respective terms and notices.
  • Vendored third-party code keeps its upstream licence. The figure engine Praetor manages under tools/figures/ vendors interfig (© 2025 Vectorize AI, Inc., MIT) in tools/figures/third_party/interfig/upstream/, and its committed player bundle in tools/figures/dist/ is EUPL-1.2 AND MIT (interfig, React, react-dom and scheduler; the MIT texts are in tools/figures/dist/THIRD-PARTY-LICENSES.txt). REUSE.toml labels both trees with override tables, and LICENSES/MIT.txt is the canonical SPDX text. make verify-all fails if that text differs from its pinned digest, or if a REUSE.toml table names a third-party identifier anywhere but on those two trees.
  • The reference MPEG-2 intra frame in crates/aegis-scaena/src/reference.rs is third-party data: the clip and its VA-API parameters as cros-libva's test carries them (BSD-3-Clause, © 2022 The ChromiumOS Authors), adapted there from libva-utils decode/mpeg2vldemo.cpp (MIT, © 2007-2008 Intel Corporation). The file carries those terms as file-level SPDX headers rather than a REUSE.toml table, and LICENSES/BSD-3-Clause.txt is the canonical SPDX text, pinned by digest like the others. The whole-tree REUSE.toml table is aggregate, so REUSE reports the project licence beside the file's own; the upstream terms are the ones that apply to the data. The Motion-JPEG fixture beside it, crates/aegis-scaena/fixtures/index-blocks-60.mjpeg, is generated for Aegis and carries the project licence.
